  4.     Barely three months ago, the staid political weekly Die Zeit
  5. commented that Helmut Kohl's control was so unchallenged that
  6. it would be hard to imagine Bonn without him as Chancellor. How
  7. quickly things change. Germany has a high standard of living and
  8. low inflation, but the latest polls suggest that if elections
  9. were held now, Kohl's Christian Democratic Union would be
  10. soundly trounced.

  12.     Kohl tried to halt the popularity slide by reshuffling his
  13. Cabinet last week, but the move only underscored his political
  14. weakness. Among those ousted was disruptive Defense Minister
  15. Rupert Scholz. Recent controversies concerning West German
  16. involvement in Libya's suspected chemical-weapons plant, local
  17. political scandals and resentment over unpopular tax and
  18. health-care reforms don't fully explain the public
  19. disenchantment that first showed up earlier this year in
  20. municipal elections. "I believe there is a kind of gambler's
  21. attitude in parts of the electorate," says Otto Lambsdorff,
  22. chairman of the centrist Free Democratic Party. "They are
  23. saying that everything is so comfortable, they can try
  24. something different." A related reason, however, may be growing
  25. boredom with Kohl's stolid style.
